These are all amazing power creation possibilities though how are pink crystal palaces LESS ridiculous than icey crystal palaces?! I feel like 1 is the most flexible, though 3 could definitely be interesting since, for the most part, Steven would be fusing with humans other than Connie and I could see where that might have interesting possibilities. Especially if fusing with Steven gave them a boost in power or something?
It probably isn't as complicated as you think. I briefly played in a Steven Universe based game for a while and whenever we played a fusion character it was just a matter of collaborating on the dialogue and action so that both parties agreed about how it would play out. It was kinda fun really, especially coming up with appearance and personality as well :D You'd have some fun avenues to pursue, though of course this would be a power dependent on CR and I can see where that could be a little intimidating.
